Job
Summary:
Develops policies, procedures and objectives for the operation of the purchasing program in accordance with company objectives.
Implements company policy and governmental regulations applicable to procurement within the department, among users and vendors, while ensuring purchases are made at the lowest cost and consistent with approved quality and delivery standards.
Plans, executes and finalizes purchasing of raw materials and procurement strategies according to schedules and budget.
Essential Duties and
Responsibilities:
Directs purchasing function, including managerial and administrative duties.
Oversees the purchasing of services and supplies necessary for operations of the organization.
Reviews proposals for price, new products and manufacturing process.
Approves and qualifies vendors.
Authorizes Purchase Orders.
Institutes and promotes cost reduction programs.
Researches and develops sources of supply for assigned commodities.
Coordinates with other departments to determine materials needed and schedules to be met.
Determines the disposition of rejected material.
Oversee the corporate purchase card program.
Manages the purchasing and government property administration staff.
Implement s corrective measures aimed at improving supplier performance in terms of on-time delivery, lead-time, quality, and inventory control.
Identifies and negotiate pricing for services.
Mimimum Qualifications and Skills:
BS degree plus 6 years relevant experience, or MBA plus 7 years relevant experience
Proficient knowledge of federal procurement policies and regulations.
Proficient using systems such as Deltek Costpoint.
Effectively communication, both oral and written.
